On June 1, 2012, Snohomish County PUD submitted its first progress report to the Washington State Department of Commerce, as required by the EIA.

The Energy Independence Act (EIA), commonly known as I-937, requires that state electric utilities serving 25,000 or more customers:

1. Undertake all cost-effective energy conservation; and
2. Obtain a specified portion of their electricity from new renewable resources – ranging from 3% in 2012 up to 15% by 2020.

Investor-owned utilities, municipal utilities, rural electric cooperatives, and public utility districts are subject to this standard.

The report describes Snohomish PUD's achievement of 170,397 megawatt-hours (MWh) of conservation in 2010-2011, or enough energy to power more than 14,000 homes. This achievement exceeded the utility's 2-year conservation target of 125,268 MWh.

The PUD has also obtained renewable resources expected to generate more than 450,000 MWh in 2012, which is approximately 6.7% of its average annual load. The PUD's renewable resources greatly exceed the 3% target requirement, or 204,044 MWh of generation, for 2012.  

In summary, Snohomish County PUD is currently in compliance with the EIA.
